Govt wants exams from Class V onwards Will approach

The Punjab Government will take up the matter of reintroducing examinations for Classes V and VIII with the Centre. Education Minister Sikander Singh Maluka said: “The system of not holding examinations for primary and middle classes has failed. We will take up the matter with the new government at the Centre.” Echoing similar views, Aam Aadmi Party MP from Faridkot Prof Sadhu Singh said: “Examinations for schoolchildren are a must in our education system. I will take up the issue at the appropriate level.” The system of not holding examination for primary and middle classes has failed. They have just been promoted year after year. Earlier too, we had pointed out loopholes in the existing system to the Centre, but to no avail. We will argue our case once again.” Vijay Kumar, principal, Government Girls Senior Secondary School, Nangal, said: “It is sad that the Indian Government has succumbed to the World Bank pressure on introducing a western concept in our education system. The dropout rate has not gone down as was claimed in different reports.” A sub-committee of the Central Advisory Board of Education, in its report to the Centre, had rejected the existing system of passing all students up to Class VIII irrespective of their performance. The sub-committee has favoured regular exams for students of Class V onwards. Education experts, however, say that even if education is on the concurrent list, it is the prerogative of the Centre to take a final decision.

PTU counselling: GNDU exempted Deepkamal Kaur Tribune News Service Jalandhar, May 19
The Punjab Government has issued a notification, asking Punjab Technical University (PTU) to hold centralised counselling in accordance with the process followed till last year. The PTU had earlier allowed its engineering, pharmacy and architecture colleges to hold admissions independently. The government cancelled the PTU’s notification. Guru Nanak Dev University (GNDU), Amritsar, has been exempted from the centralised counselling and asked to conduct admissions to its colleges on its own. The authorities of Punjabi University, Patiala, too are said to have written to the Secretary, Technical Education, seeking exemption from participating in the centralised counselling for its nearly 1,250 seats. If the Patiala university also gets the consent, the centralised counselling will be confined to only 104 colleges of PTU and the College of Agricultural Engineering of Punjab Agricultural University, Ludhiana. The PTU has nearly 42,000 seats in engineering colleges, of which 66 per cent are filled through centralised counselling. The approval for two new engineering colleges by PTU is also on the anvil. On opting out of PTU’s counselling, GNDU vice chancellor Ajaib Singh Brar said, “Ours is a credit-based system. The PTU’s admission process is long. The JEE result will be out on July 7 and we will be free within a few days. We are scheduled to start the new semester on July 15 and we are prepared to hold online counselling for our 1,600 seats in five regional centres.”

Mercy chance students await exam datesheet Our Correspondent Doraha, May 19
The students appearing under mercy chance for MA, MCom and MSc annual examination for Part-I and II seem to be at the mercy of Panjab University for the release of fresh date. Earlier, these exams were going to be held from 3rd May onwards. The students however rue that along with their roll numbers, PU sent them old datesheet. According to the old date sheet the exams were suppose to begin from May 3. “As we began preparing accordingly, it appeared on the university website that the exams for these classes under mercy or improvement chance have been postponed due to administrative reasons and that the revised datesheet will be shortly notified,” said one such candidate. “Since then and till this date, I have been visiting the Panjab University website daily but the date sheet has not been issued. The exams of the semester classes are going to begin from May 23 and PU might conduct the mercy chance exams along with the semester exams. “It has been nearly fifteen days now that we are waiting for the fresh datesheet. The Panjab University should at least tell us the reason for the delay,” said another candidate. “Not even a single person is ready to tell us anything about the release of the fresh date sheet. It appears that even after giving thousands of rupees to the university as fees, we are still at its mercy as we have simply no idea as to when the date sheet is going to be released or it sometimes appears as if the university has forgotten about the conduct of these exams,” said a student. Prof Arun Singla, centre superintendent at one of the local centers said they have no idea about the date of the mercy exams as there is no information has been issued by the Panjab University. “It is being planned that these exams may be conducted in the month of June after the semester exams. But everything shall be known only after the final release of the fresh date sheet,” said a university official on the condition of anonymity.

This way, the students get prepared for tough competition in senior classes. If we pass students without taking exams in junior classes, they would certainly face difficulties in Classes IX and X,” Maluka said on the sidelines of a state-level function here today. He disbursed appointment letters to 7,654 teachers to regularise their services during the function. The Punjab School Education Board (PSEB) used to hold examinations of Classes V and VIII. Maluka said the Education Department was planning to open schools equipped with advance paraphernalia after making a cluster of 10 to 12 villages instead of opening ordinary school in every village. “We want to provide quality education by starting top-class schools in every cluster. To facilitate the students, the state government will start a school bus service in every cluster,” the minister said, adding that the idea of opening a school for every cluster of 10 to 12 villages was more feasible than starting schools in every village.

About 7,500 candidates from across the country appeared for the PGIMER’s MD/MS entrance examination amid high security here today. The students underwent multi-layered security checks before reaching the examination halls at each of the 12 exam centres. Even envelopes of admit cards were not allowed in view of the previous instance of cheating during the examination using sophisticated devices that surfaced two years ago. The students appeared for the exam for 120 seats for different specialities in the institute. The PGIMER has been plugging the loose ends by ensuring hi-tech security during all entrance exams since the major cheating scam was unearthed during the entrance exam in 2012. Sources said in addition to ensuring frisking, photography and biometric fingerprint capturing, bug detectors, jammers and other security measures for the examinees, the academic wing of the PGIMER also changed the pattern of the paper to ensure that the best of the 7,500 candidates make it to the seats. Some of the students also felt that defying the notion that the PGIMER's entrance test is one of the toughest medical entrances, today’s paper was relatively easier than that of the AIIMS, New Delhi. The cheating scam In November 2012, CBI sleuths arrested seven decoy candidates from different exam centres who were found passing on information to another 10 beneficiaries using sophisticated Bluetooth devices. Based on a tip-off, the CBI team followed the candidates to Chandigarh and caught them at the centres. Later, the beneficiaries and the mastermind were also traced and arrested. The case is now pending before the special CBI court here

In a decision which could affect a number of government schools, DPI (Senior Secondary) Kamal Garg has ordered to discontinue Classes XI and XII in schools having less than 15 students in one class. Sources said the decision had been taken to identify surplus teachers. It would likely to affect more than 150 schools across the state. As per the orders, the schools have been asked to consider the student strength as on February 28 as the base. The orders state the class having a strength of 15 or more in a particular session or a collective strength of 25 or more in both years should be treated “healthy” else “dead group”. The teachers from the latter group will be transferred. The schools having “dead groups” have been told to get ready to shift their laboratory equipment to the new location as will be instructed by the department. The decision came as part of the ongoing drive to rationalise staff strength in schools. More than 130 schools with a student strength of less than 30 have already been closed.
